a representative forum participants discussed stimulate investment
activity using public-private partnerships and development institutions,
and current priorities of Russian business and modernization of

Speaking from the opening remarks, the President of RSPP Alexander Shokhin read a message of greetings of President Vladimir Putin's wishes for a successful convention, and outlined the key issues of the forum. Speaking about the results of the RSPP in 2012, Alexander Shokhin noted that despite the undeniable achievements remain some challenges. "The efficiency of the state is not sufficient, the quality of governance is low," holey "regulatory framework has ambiguous interpretations in law enforcement," - said the President of RSPP. He also outlined the objectives of the RSPP for the future: "The task of the RSPP as coordinator of the" Business-twenty "- harmonization of business policy in Russia with the efforts of international financial institutions aimed at the development of our country as a member of the WTO."
Russian Prime Minister Dmitry Medvedev, in his report, said that Russia's GDP declines, the growth of investment in the country has also slowed. "The real problem - the loss of human capital, which is also associated with not the best business climate," - said Medvedev. However, he underlined the effectiveness of the Russian Government and the RSPP interaction: "Dialogue with the expert advice of the RSPP Government gives good results." In particular, among the achievements of the RSPP in cooperation with state authorities designated prime effective changes made to the law on industrial safety, he also underline the importance of working together business and government agencies to create a "road map" for national entrepreneurship. Medvedev supported the proposal of the Chairman of RSPP Committee on vocational training and professional qualifications Anatoly Karachinsky of reducing the taxes on business, to invest in training their employees.
Vladimir Perederiy noted in his speech that the innovative business - a special sphere of organization and management, which requires a special "human capital". It is not so much in the development of standards of educational programs, as in the target selection and formation of teams that could potentially make a "full cycle" of innovation. Administrative support to small and medium-sized innovative businesses in the competitive struggle for investment - one of the keys to success. Moreover - and this is a proof of the real relations of power indicator for innovation policy in the region. Equally, it applies to the technical universities, innovation infrastructure which is the main "battlefield" for the introduction of scientific and technical developments in the industry.
Summing up the work of the Congress, the Prime Minister Dmitry Medvedev, expressed the hope that further cooperation authorities and RSPP will be effective and fruitful. Prime Minister underline the readiness of the authorities to engage in constructive dialogue with the business.
